Because they don't shave that closely.
Plus, it's not a good idea to use them on your face, you'll just wind up with stubble. But if you wax the hair will come up fine, and not as noticeable. Best bet for lip, IMPO, is bleach. Everyone has facial hair, so when it's gone from just above your lip I think it can look weird.
I've used those trimmers in a "fashion emergency" on my brows. I get my brows waxed but can't do it as often as I'd like so sometimes they get unrulely. So in a day or so, I have to pluck the stubble the trimmer leaves behind because I hate how it looks.
